The Kursaal Auditorium and Congress Palace is situated on a plot of land at the mouth of the River Urumea and the Zurriola Beach. The building of about 60,000 m2 comprises three basement storeys dedicated to car parks and multipurpose halls and two storeys above ground level that house the Auditorium, the Chamber Music Hall and the Congress Centre.

Structurally, the building comprises slabs, columns and reinforced concrete walls.

In the area where the Congress Centre and lobby are, pre-cast beams with a transversal V-section were used. The Auditorium area has been built with screen walls which close off the limits of the premises whereas pre-stressed elements have been used to solve other different specific constructional issues.

The areas of the Auditorium and the Chamber Music Hall are covered with a steel-framed glass-clad structure whose frames are placed each 7.00m.
